Senior Professional Officer: IS and Tender and contract support

TCOE Salary commencing from R1 071 429 TO R1 618 619 per annum ● REF no: CS 34/26 ● Cape Town civic centre

 Requirements:  

• A relevant three-year tertiary qualification
• Five (5) to eight (8) years’ relevant industry experience in tender management with supervisory experience
• In-depth knowledge of tender administration principles, procedures and processes
• MFMA competence in the relevant field will be a distinct advantage
• Computer proficiency in MS Office applications and SAP.

Key performance areas:

• Oversee IS&T tender management activities and apply a body of specialist knowledge and expertise to enable adherence to the organisation-wide approach to demand plan and tender management and other relevant City of Cape Town (City) policies and procedures
• Lead and direct high-level interaction with stakeholders to control and coordinate tender processes within the department
• Support and advise IS&T departments with research and needs analysis to ensure specifications are clearly defined
• Coordinate the formulation, vetting and sign-off by tender owner of technical specifications in compliance with the relevant policies and legislation
• Ensure sustained tender coverage resulting in effective tender awards
• Quality assurance of all aspects of the tender implementation process including i.e. tender specifications, reports, memos and contract management documentation
• Serve in the bid committees as chairperson, impartial observer, or advisor
• Guide and advise contract managers and contract administrators on processes relating to implementation of tenders and awarded contracts
• Escalate matters posing a risk to achieve the timeline and milestones for tender implementation
• Ensure monitoring, tracking and reporting of tenders and contracts throughout the contract lifecycle.
