Key purpose of role

The Facilities Manager is responsible for creating and maintaining a pleasant work environment, ensuring high levels of organizational effectiveness, communication, and safety.
This role involves managing the Facilities Team (including Supervisor, Receptionists, Hostesses, Handymen, and Drivers) and overseeing scheduled maintenance of technical and building assets and services. The goal is to ensure smooth, efficient, and effective building operations in compliance with the Occupational Health and Safety (OHS) Act.

Key performance areas

Service and operations management:

Service and operations management

• Supplier sourcing: Source new suppliers as needed, ensuring at least three quotes are obtained where possible.
• Annual reviews: Conduct annual reviews of existing supplier agreements and costs.
• Vendor documentation: Obtain all relevant documents to facilitate the loading of suppliers as vendors.
• Supplier relationship Management: Manage supplier relationships effectively and professionally.
• Contract coordination: Coordinate the receipt of contracts/SLAs for submission to the Legal Department for feedback, corrections, clause negotiations, and signatures.
• Compliance: Ensure compliance with competition regulations during the procurement process.

Scheduled and day-to-day maintenance
• Maintenance monitoring: Monitor and follow up on scheduled maintenance dates.
• Request management: Manage new maintenance requests, considering cost versus timing and necessity.
• Impact assessment: Understand maintenance timing and its potential impact on business operations, ensuring timing is agreed upon in advance and communicated to the business.
• Communication to business: Communicate all planned and ad-hoc maintenance to business to assure that all teams are aware.

Cleaning, hygiene, pest control, and waste management
• Cleanliness Monitoring: Oversee the monitoring of the overall cleanliness of the building and grounds.
• Service Management: Oversee the management of the cleaning, hygiene, and pest control company to ensure any deviations are rectified.
• Waste Management: Oversee the on-site waste management company, ensuring both dry and wet waste areas are properly managed.
Building and Grounds Inspections
• Daily Inspections: Ensure daily inspections of buildings and grounds are carried out by the Facilities Coordinators.
• Weekly Inspections: Ensure weekly inspections are conducted by the Facilities Supervisor.
• Monthly Inspections: Conduct comprehensive monthly inspections of buildings and grounds along with the Facilities Supervisor.

Security
• Liaison: Liaise with the onsite security company regarding expected visitors, contractors, and events.
• Security Meetings: Arrange regular meetings with security company management to address and rectify any deviations.
• Biometric System: Oversee the update the biometric system (additions/removals) and maintain records of requests.
• CCTV Maintenance: Monitor and note any non-operational CCTV cameras as reported by security personnel.
• Incident Management: Manage and report any incidents or perceived incidents, including viewing security footage and reporting findings to relevant parties.
• Further Actions: Carry out further actions as advised by Management or the Human Capital Team.

Management and development of Facilities Team:

• Team management: Manage the Facilities Team effectively and professionally, ensuring their output and ongoing performance.
• Challenge Resolution: Identify and address any team challenges, finding solutions to resolve them.
• Development Plans: Create clear development plans for Facilities Team members.
• Skill Development: Develop skills and knowledge within the team through on-the-job development and active participation in the organisation.

Strategic planning and building Improvements:

• Facility Enhancement: Enhance general facilities continuously.
• Project Planning: Advise, plan, and implement building projects in line with the budget for operational and capital expenditure.
• Project Management: Oversee design, space planning, and project management.
• Compliance: Ensure compliance with building standards.

Financial budget and reporting:

• Budget Assistance: Assist the Finance Team in establishing CAPEX and OPEX budgets for Group Facilities.
• Strategy Implementation: Implement the facilities strategy in line with the budget.
• Procurement: Procure facilities goods and services at the best possible price and quality.
• Negotiation: Negotiate the best possible payment terms with all facilities suppliers.
• Cost Tracking: Track Cape Town Facilities' actual costs monthly.
• Budget Management: Manage budgets quarterly in accordance with deadlines from Finance.
• Stock Management: Ensure stock purchased for Cape Town is managed and tracked.

Enterprise and supplier development and BBB-EE Targets:

 •Support: Support Human Capital and the business's requirements and goals.
• Candidate Verification: Where required to do so, Identify and verify selected enterprise and supplier development candidates.
• Supplier Status: Check and consider the BBB-EE status of new suppliers.
• Annual Checks: Conduct periodic checks and comparisons of existing supplier BBB-EE requirements.
• Certificate Updates: Obtain updated BBB-EE certificates as needed.

Health and safety:

• Monitor Safe Working Practices: Assist in ensuring that Facilities employees and any contractors or suppliers working in the building or on the property are adhering to safe working practices.
• Notify Safety Officer: Ensure the Primedia Safety Officer is notified before any contractor or service provider enters the premises to carry out servicing or repairs.
- A Safe Work Permit must be issued by the Primedia Safety Officer and recorded with Security.
- Security should confirm the arrival and departure of contractors/service providers on the “Primedia Servest” WhatsApp Group.
• Collaborate with Safety Team: Work with the Primedia Safety Team to address and rectify any identified safety issues or deviations.
• Maintain Fire Safety Equipment: Ensure that all building fire equipment (e.g., extinguishers, sprinkler systems, smoke detectors, smoke extraction systems) is serviced annually or as prescribed.
• Attend Safety Training: Participate in any safety training sessions as required by the Primedia Safety Team.
• Schedule Quarterly ‘On-Site’ Contractor Safety Meetings: Safety meetings to be held quarterly as required by the Primedia Health & Safety Team.


Minimum required qualification:
• Business Administration or related tertiary qualification

Qualifications considered advantageous:
• Facilities and Operations Management training, Project Management

Minimum years of experience:
• 3-5 years of relevant work experience in facilities and office management, including experience in office moves and renovations
